## New Milestone for Dubai's Social Sector
Dubai has bolstered its social sector by licensing 38 new professionals, bringing the total number of licensed social workers in the emirate to 1,144. This recent group, the third batch of 2026, took their professional oath in a ceremony led by Hessa bint Essa Buhumaid, Director General of the Community Development Authority (CDA).
## Strategic Vision and Licensing Framework
The expansion aligns with the strategic goals set by His Highness Sheikh Mohammed bin Rashid Al Maktoum and the Dubai Social Agenda 33, which aims to create a cohesive and sustainable social ecosystem. The licensing framework, introduced in 2025, has seen significant growth, with 991 professionals licensed by the end of 2025 and 115 more in the first half of 2026.
## Legal and Ethical Standards
The licensing process is governed by Law No. (12) of 2026, which empowers the CDA to regulate and oversee social professionals. The professional oath, a requirement under the Executive Regulation of Executive Council Resolution No. (20) of 2011, ensures that professionals are both academically and ethically prepared.
## Diverse Specializations
Dubai's licensing framework covers a wide range of professions, including psychologists, social workers, and special education teachers, among others. This diversity is designed to meet the community's evolving needs.

Hessa bint Essa Buhumaid emphasized that investing in qualified social professionals is crucial for enhancing the quality of life in Dubai. The increase in licensed professionals reflects the emirate's commitment to a resilient and sustainable social sector.
## Achievements and Future Goals
The growth from 450 licensed professionals in early 2024 to over 1,144 today highlights Dubai's progress in the social sector. The professional oath is seen as a commitment to responsibility and integrity, reinforcing public trust in social services.
