The report suggests creating a National Student Registry to track enrollment and attendance, expanding double-shift schools, and improving school infrastructure. It also recommends performance-based funding and incentives to attract female teachers to remote areas. Without significant reforms, the report warns that the education emergency may remain a symbolic gesture.
