Indian passport services in UAE hit by legal hurdles: Real story behind delay in Alhind's takeover from BLS

## Background

Indian passport services in the UAE have been disrupted due to a legal dispute over outsourcing contracts. The Indian Embassy in Abu Dhabi announced that, starting July 2, Indian expats must visit the embassy or consulate for passport and attestation services without prior appointments.

## Legal Battle

The disruption stems from a legal challenge in Delhi concerning the handover of consular outsourcing contracts. BLS International's contract expired on June 30, 2026, and Alhind Tours and Travel LLC was selected as the new service provider. However, the transition has been stalled by a court case involving E Trav Tech and Verasys, who contested the tender evaluation process.

## Court Proceedings

The Delhi High Court supported the government's discretion in tender evaluations but acknowledged that disqualified bidders should receive reasons for their rejection. E Trav Tech escalated the issue to the Supreme Court, which ordered a status quo, preventing any changes until the dispute is resolved.

## Current Situation

With the previous contracts expired and Alhind unable to take over, the Indian missions in the UAE are temporarily handling consular services directly. Services are available on a walk-in basis, with applicants required to bring completed forms and documentation. This arrangement is temporary until the legal situation is clarified.

## Future Outlook

The Indian missions have indicated that updates on the transition to Alhind will be provided once the legal proceedings in Delhi conclude. Meanwhile, BLS and SGIVS remain on standby, maintaining their facilities in case they are allowed to continue operations.
