## Rotational Brownouts in Luzon
Luzon is experiencing rotational brownouts due to a combination of factors straining the power grid. The National Grid Corporation of the Philippines (NGCP) reported that several large power plants and key transmission lines are offline, leading to electricity cuts in selected areas to prevent a larger blackout.
## Factors Behind the Crisis
The current situation is exacerbated by the El Niño phenomenon, which has increased temperatures and air-conditioning demand across Luzon and the Visayas. Additionally, 27 generating units are unavailable due to outages or maintenance, reducing reserve margins. Two critical transmission lines, Tayabas–Ilijan and Dasmariñas–Ilijan, also tripped, affecting power supply to Metro Manila and nearby provinces.
## Alerts and Measures
A "Yellow Alert" was issued in the Visayas, indicating thin reserves, while "Red Alerts" were declared in Luzon and the Visayas, signaling insufficient supply. Utilities like Meralco have implemented rotating outage schedules to manage the situation. Emergency crews have since restored the tripped transmission lines, improving reserve margins.
## Government Response and Long-term Solutions
The Department of Energy (DoE) has directed immediate restoration efforts and is coordinating with generation companies to stabilize the system. Officials urge consumers to conserve power and consider alternative energy sources like solar. Analysts highlight the need for faster investment in new capacity, improved maintenance, and integration of renewable energy to prevent future crises.
