CBSE’s new 3-language rule: What UAE-based Indian students must know

## Overview of the New Language Policy

Starting from the 2026-27 academic year, the Central Board of Secondary Education (CBSE) will implement a new language policy for Classes 9 and 10. This change will affect Indian students in CBSE schools across the UAE. The policy requires students to study three languages, with at least two being native Indian languages.

## Exemptions and Special Provisions

CBSE has clarified that certain exemptions will apply to overseas schools, including those in the UAE. Students with special needs will continue to receive relaxations under the Rights of Persons with Disabilities Act, 2016. Additionally, foreign students returning to India may be eligible for exemptions from the requirement to study two native Indian languages.

## Focus on Learning

The revised language structure aims to promote enjoyable and meaningful language learning rather than increase academic pressure. There will be no external board examination for the third language; instead, schools will conduct internal assessments.

## Foreign Language Options

Students can choose foreign languages, but only if the other two languages are native Indian languages. Foreign languages can also be taken as an optional fourth language.

## Implementation Challenges

Schools may face challenges in finding qualified teachers for various Indian languages. To address this, CBSE allows interim measures such as inter-school teacher sharing, hybrid teaching, and hiring retired teachers. Textbooks for 19 Indian languages will be provided before July 1, 2026.

## Temporary Textbook Arrangements

Until new textbooks are available, Class 9 students will use Class 6-level textbooks for the third language during the 2026-27 academic year. Schools are encouraged to use additional regional literary materials to support language learning. Detailed teaching guidelines will be issued by June 15, 2026.
