## Broker Misconduct in DIFC
The Dubai Financial Services Authority (DFSA) has taken action against a reinsurance broker operating in the Dubai International Financial Centre (DIFC). The broker, Wael Abdelmohsen Abdellatif Mohamed Emara, also known as Mohsen, has been banned from working in financial services within the DIFC due to misleading and deceptive practices.
## Financial Penalties and Restrictions
Mohsen has been fined Dh513,129, a figure reduced from an initial Dh1,046,000 after he settled with the DFSA citing financial hardship. He is also prohibited from holding any position or performing any function related to financial services in the DIFC.
## Misleading Practices
The DFSA found that Mohsen engaged in misconduct over several years, manipulating premiums and reinsurance documents. He reportedly quoted higher premiums to insurers and lower ones to reinsurers, retaining the difference as additional brokerage. Furthermore, he allegedly misled reinsurers about necessary deductions, which were instead kept by his firm.
## Regulatory Response
Alan Linning, Managing Director of Enforcement at the DFSA, emphasized the importance of integrity in financial services. He stated that Mohsen's actions fell short of these standards, and the penalties serve as a warning to others.
## Previous Company Fines
Earlier this year, Ed Broking (MENA) Limited, where Mohsen held a senior position, was fined Dh1,672,000 for related breaches of DFSA rules. The DFSA's findings highlight a pattern of misconduct involving manipulated documents and misleading information to clients and reinsurers.
