## Security Alert Issued
The US Embassy in Manila has issued a security alert following the deaths of two American citizens during military operations in the Philippines. The operations targeted the New People's Army (NPA), a group considered a terrorist organization by both the US and Philippine governments.
## High-Risk Areas Identified
The embassy identified four provinces as high-risk areas due to ongoing anti-insurgency efforts: Leyte, Mindoro, Negros, and Samar. These regions have seen increased military activity against the NPA, which has been active since 1969.
## Safety Recommendations
US citizens in the Philippines are advised to adhere to local laws and avoid areas with heightened security risks. The embassy warns that proximity to NPA members could result in arrest, injury, or death. Additionally, Americans are cautioned against involvement with terrorist groups or providing them with financial support.
## Historical Context
The NPA was designated as a "Foreign Terrorist Organisation" by the US Department of State in 2002. In 2017, the Philippine government also labeled the group as a terrorist organization under its Terrorism Financing Prevention and Suppression Act.
## Advisory for Humanitarian Workers
Americans planning to engage in humanitarian work in the Philippines are urged to collaborate only with organizations registered with the Philippines National Volunteer Service Coordinating Agency. Proper visas should be obtained to ensure compliance with local regulations.
