The auto-enrollment ensures that all 4Ps beneficiaries receive the subsidy, provided their electricity usage remains within certain limits.

## Impact and Implementation

This policy is expected to ease the financial burden on low-income families by reducing their electricity costs. The initiative is coordinated with various government agencies and over 120 electricity distribution cooperatives, including Manila Electric Company (Meralco).

## Funding and Regulation

The program is funded through a national lifeline subsidy rate of 0.01 peso per kilowatt-hour, collected from all electricity consumers. The Department of Social Welfare and Development, Department of Energy, and Energy Regulatory Commission are key players in implementing and regulating the subsidy.

## Net Metering Simplification

In addition to the subsidy, the government has streamlined the net metering process, allowing households and businesses to install solar panels and sell excess power back to the grid more efficiently. This move is part of a broader effort to promote renewable energy and reduce greenhouse gas emissions in the Philippines.
