The six categories eligible for these permits include Premium Residency holders, investors, citizens of Gulf Cooperation Council (GCC) countries, non-Saudi mothers of Saudi citizens, non-Saudi family members, and domestic workers. Since April 19, entry to Mecca has been restricted to those with proper authorization. Only individuals with work permits, residency in Mecca, or official Hajj permits are allowed entry. The permit application process is entirely digital, eliminating the need for in-person visits to passport offices. Expatriate workers can obtain their entry permits through the Absher and Muqeem portals, which are integrated with the Tasreeh platform for Hajj permits.
