KHDA update: No reduced tuition fee or refunds for distance learning in Dubai private schools

## KHDA Policy on Tuition Fees

The Knowledge and Human Development Authority (KHDA) has announced that private schools in Dubai will not reduce or refund tuition fees for distance learning. This applies even if classes are conducted remotely due to government-enforced closures. Schools must continue to charge full fees as long as they provide educational services, including through approved distance learning programs.

## Refunds and Complaints

Parents are not entitled to fee reductions if they choose not to participate in remote learning. However, if a school fails to deliver its services, parents can seek a refund. This must be agreed upon in writing and can be issued as a credit note, transferred to another child's tuition, or refunded in full.

## School Service Interruptions

If a school reduces or suspends services for reasons within its control, it must notify parents in writing. Tuition fees remain payable if services are still provided, but compensation is required for periods when services are not delivered. This can be in the form of fee credits, additional lessons, or prorated refunds, as agreed with parents.

## Distance Learning Continuation

Some schools in Dubai continue to offer distance learning due to pending KHDA approvals. Schools must complete several steps, including staff training and safety inspections, before resuming in-person classes. All schools are expected to offer face-to-face learning alongside distance learning by April 27.
