North Korea, which first tested a nuclear weapon in 2006, remains under strict UN sanctions due to its weapons programs. The nation has consistently refused to relinquish its nuclear arsenal and has barred IAEA inspectors since 2009.

## Russia's Role

While there are speculations about Russia's involvement in aiding North Korea's nuclear development, the IAEA has not found concrete evidence of such assistance. However, North Korea has reportedly supported Russia's military efforts in Ukraine, possibly receiving military technology in return.
