Saudi Arabia launches e-permits for Mecca entry ahead of Hajj 2026

## New E-Permit System for Mecca

Saudi Arabia has launched an electronic permit system for entry into Mecca, aimed at enhancing access control ahead of the 2026 Hajj season. This initiative allows residents and workers to apply for entry permits online, streamlining the process and reducing the need for physical visits to passport offices.

## Application Platforms

The permits can be obtained through the Absher and Muqeem portals. The Absher Individuals platform will cater to GCC citizens, premium residency holders, investors, mothers of Saudi citizens, domestic workers, and non-Saudi family members. Meanwhile, the Muqeem portal will handle applications for employees working in Mecca-based establishments or those contracted for work during Hajj.

## Entry Restrictions

As of April 13, restrictions have been enforced, requiring expatriates to have a valid work permit, a Mecca-issued residency permit, or a Hajj permit to enter the city. Seasonal workers will receive electronic permits through the integrated Tasreeh system, part of broader efforts to manage the pilgrimage effectively.
