## Major Changes to Citizenship Framework
Kuwait has introduced significant amendments to its citizenship law through Decree-Law No. (52) of 2026, as published in the Official Gazette. This new legal framework aims to redefine nationality rules, focusing on national identity while considering humanitarian and social aspects.
## Revised Definitions and Conditions
The amendments redefine who is considered Kuwaiti by origin, including those born to Kuwaiti fathers, regardless of birthplace. Changes also affect naturalisation processes and the nationality status of children. Notably, children of naturalised citizens are now generally classified as naturalised, with options to choose their nationality upon reaching adulthood.
## Stricter Regulations on Nationality Loss
The updated law specifies conditions for losing Kuwaiti nationality, such as acquiring foreign citizenship voluntarily. It also includes provisions for spouses and minors, with potential reinstatement under certain conditions. Women's nationality rights are revised, especially concerning marriage and divorce.
## Expanded Ministerial Powers
The Minister of Interior gains increased authority over nationality-related decisions, including special cases involving minors born to Kuwaiti mothers. The law also allows for the restoration of nationality under specific legal conditions, subject to approval and residency requirements.
## Use of Scientific Evidence
Authorities can now employ scientific methods like DNA testing in nationality disputes, enhancing verification processes.
## Penalties for False Information
The law imposes penalties for providing false information in nationality cases, with fines and prison terms for deliberate fraud.
## Judicial Review Limitations
Nationality decisions are now classified as sovereign acts, exempt from judicial review. Several outdated provisions have been repealed, and the law standardizes terminology across the legislation.
## Implementation
The new law is effective immediately, with the Prime Minister and ministers responsible for its implementation.
