## New Regulations for Hajj Season
Saudi Arabia's Ministry of Tourism has implemented new regulations for hospitality providers in Mecca and Medina during the Hajj season. These rules aim to enhance service quality and ensure the safety of pilgrims visiting the holy cities.
## Penalties for Violations
The updated guidelines introduce escalating penalties for repeated violations. Offences during the Hajj season that repeat previous breaches will incur either the minimum fine if it's higher than the previous penalty or a doubled fine if lower. Repeated violations within the same season will also lead to doubled penalties.
## Consequences for Non-Compliance
Facilities that continue to violate regulations may face temporary closure or suspension of licenses. A third offence could result in the revocation of the license. The enforcement approach allows for increased fines within the maximum limits set by the regulations.
## Classification and Penalty Structure
Hospitality facilities are categorized into five classes, from luxury hotels to temporary accommodations. Penalties vary based on the size of the establishment, with fines ranging from 25% for micro enterprises to 100% for large operators. Financial penalties in Mecca and Medina range from SR2,000 to SR14,000, with additional non-financial measures like temporary or full closure and license cancellation for repeated offences.
## Temporary Accommodation Penalties
For temporary Hajj accommodations, fines range from SR1,000 to SR50,000. Additional penalties include temporary closure until compliance is achieved or license revocation.
