## New Legislation for Public Safety

Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE and Ruler of Dubai, has enacted a new law to enhance public safety in Dubai. This legislation, known as Law No. (2) of 2026, aims to protect lives and property, reduce accidents, and support sustainable growth in the city. It will be effective from June 1, 2026.

## Key Areas of Focus

The new law covers public spaces, events, buildings, pools, and beaches. It sets out detailed safety standards for venues and events, including equipment quality, lighting, ventilation, and crowd control. Organizers must ensure fire-fighting equipment, alarm systems, and emergency plans are in place.

## Building and Recreational Safety

Safety rules for buildings, homes, and recreational areas are also included. Maintenance work must adhere to strict safety standards, particularly when involving electrical equipment. Swimming pools and beaches must implement safety measures to protect visitors.

## Public Responsibilities and Restrictions

Residents and visitors are expected to follow safety procedures and cooperate with safety supervisors. The law prohibits unauthorized handling of hazardous materials and mandates that all products meet safety requirements.

## Penalties and Compliance

Violations of the law can result in fines ranging from Dh500 to Dh1 million, with repeated offenses potentially doubling the penalty. Affected parties have the right to appeal decisions within 10 working days. The law replaces the previous Local Order No. (11) of 2003, with existing rules remaining until new guidelines are issued.
