## ARROW Act Eases Infrastructure Hurdles
The Metro Manila Subway Project (MMSP), the Philippines' first underground rail system, is progressing rapidly due to the Accelerated and Reformed Right-of-Way (ARROW) Act. This new law, signed by President Ferdinand R. Marcos Jr., addresses long-standing right-of-way (ROW) issues that have historically delayed infrastructure projects.
## Progress in Construction
At the Shaw Boulevard Station groundbreaking in Pasig City, officials announced that 90.92% of ROW acquisition is complete, with full resolution expected by June 2026. This progress marks a significant shift from the past, where legal disputes often stalled projects for years.
## Impact on Commuters
Acting Transportation Secretary Giovanni Lopez highlighted the benefits for commuters, especially those in the Ortigas business district, as construction continues without hindrance. The subway aims to reduce travel time across Metro Manila significantly.
## Future Connectivity
Scheduled for completion by 2032, the subway will connect Quezon City, Pasig City, Taguig City, Parañaque City, and Pasay City. The Pasig segment involves 3.397 kilometers of tunnels and stations, with construction led by the Tokyu-Tobishima-Megawide Joint Venture.
## Legal Reforms and Economic Growth
The ARROW Act modernizes ROW procedures, ensuring faster land acquisition and standardized compensation for property owners. It also expands coverage to private entities providing public services and strengthens legal oversight. This reform is expected to enhance infrastructure development, leading to improved internet speeds, water supply, and transportation networks.
## A New Era for Philippine Infrastructure
The ARROW Act represents a shift from legal delays to active construction, promising shorter commutes and reduced traffic for millions in Metro Manila. As ROW obstacles diminish, the subway project is transforming from a plan into a tangible reality, signaling a new era of infrastructure development in the Philippines.
