France and Slovakia have advocated for Usmanov's removal, while Luxembourg has linked Fridman's status to Usmanov's.

## Opposition to Easing Sanctions

Ukraine and several EU countries, including Poland and the Baltic states, have opposed easing sanctions. They argue that maintaining pressure on Russia is essential, especially given recent security concerns in Europe. Kallas highlighted the need for Europe to impose greater costs on Russia as it takes more risks.
