Angela Lipps, a 50-year-old from Tennessee, is pursuing a $10 million lawsuit against the City of Fargo and a police detective. She was wrongfully detained for nearly six months after being misidentified by facial-recognition software as a suspect in a North Dakota bank fraud case. The charges were dropped when evidence showed she was in Tennessee at the time of the alleged crimes.

## Investigation Errors

The case began with a series of bank fraud incidents in Fargo in 2025. Authorities used facial-recognition technology on a fake ID image, which mistakenly matched Lipps’ social media photo. Lipps claims there were clear differences between her and the suspect in surveillance footage, such as facial features and tattoos. Despite this, Fargo police obtained an arrest warrant without further investigation.

## Detention and Release

Lipps was arrested in Tennessee in July 2025 and spent over three months in custody before being extradited to North Dakota. Her detention lasted nearly six months, partly due to unrelated probation violations. She was released after her lawyer presented evidence proving her presence in Tennessee during the fraud incidents.

## Police Acknowledgment

Fargo police admitted to investigative errors, with former police chief Dave Zibolski acknowledging the department's reliance on flawed facial-recognition leads. As a result, Fargo police have ceased using information from West Fargo’s system and implemented stricter oversight.

## Lawsuit Claims

Lipps alleges her wrongful arrest led to severe personal and financial losses, including losing her home and car. Her lawsuit claims false arrest, malicious prosecution, and civil rights violations. The City of Fargo has not commented on the lawsuit due to ongoing litigation.
