## New VAT Regulations in the UAE
Starting October 1, 2026, businesses in the UAE will face new VAT regulations affecting cash payments, staff housing, and employee benefits. These changes are expected to make large cash transactions more costly for companies.
## Impact on Cash Payments
Under the revised VAT rules, businesses may lose the ability to recover input VAT on high-value transactions paid in cash. The exact threshold for these transactions is yet to be announced by the Minister of Finance. Companies are advised to transition to traceable payment methods like bank transfers to avoid potential VAT recovery issues.
## Changes in Staff Housing and Employee Benefits
The new regulations also affect VAT recovery on employer-provided accommodation. Only accommodations mandated by the Ministry of Human Resources and Emiratisation (MoHRE) will qualify for VAT recovery. This change impacts sectors like construction and hospitality, where staff housing is a significant cost.
For other employee benefits, VAT recovery remains possible if they are part of contractual obligations or documented company policies, though specific conditions from the Federal Tax Authority are still pending.
