## New Drone Legislation

Kuwait has enacted a comprehensive law regulating the use of drones and light aircraft, introducing strict licensing and security measures. The new regulations, outlined in Decree-Law No. 89 of 2026, aim to control the registration, import, manufacture, sale, and operation of these aircraft.

## Penalties for Violations

The law imposes severe penalties for violations, including up to three years in prison and fines reaching KD5,000. Unauthorized flying without Interior Ministry approval can result in two years of imprisonment and fines between KD1,000 and KD2,000.

## Security Measures

Kuwait's security and military authorities are empowered to intercept or disable aircraft deemed a threat, especially near restricted areas. They can take control or even shoot down drones if necessary, without incurring legal liability for damages.

## Licensing Requirements

Aircraft owners must register with the civil aviation authority and obtain necessary licenses. Pilots and operators also need proper certification. Importing or modifying drones requires permits from the aviation authority and Interior Ministry.

## Operational Restrictions

Flights are prohibited in airport zones, restricted areas, and during nighttime without special permission. Photography using drones is restricted unless specific conditions are met.

## Government and Military Use

Government bodies can use drones for emergency and research purposes with appropriate licenses. The Ministry of Defence is exempt from licensing for military operations but must notify the aviation authority for non-secret activities.

## Enforcement and Compliance

Authorities can use technical measures to ensure compliance, including jamming or seizing drones. A one-year grace period is provided for existing owners to comply with the new rules, with detailed regulations expected by the end of 2026.
