## First-Time Home Buyer Programme
Dubai has introduced the First-Time Home Buyer Programme, allowing residents who have never owned a freehold home in the city to purchase properties with preferential access and incentives. Since its launch in July 2025, over 3,200 residents have bought homes, with transactions exceeding Dh5 billion. The programme has attracted nearly 45,000 registrations by June 2026, offering benefits like priority access to new developments and tailored mortgage products.
## Changes in Residency Requirements
The Taskeen service has revised Dubai's property-linked residency framework, removing the Dh750,000 minimum property value requirement for sole owners seeking a two-year investor residency visa. This change has increased interest in properties below AED750,000, especially from overseas buyers and first-time home seekers.
## Flexi Rent Initiative
The Flexi Rent initiative allows landlords and real estate companies to offer flexible rental payment schedules, such as monthly or quarterly payments, instead of the traditional annual structure. This aims to ease the financial burden on tenants and provide landlords with a broader pool of potential renters.
## Impact of the Golden Visa
The Golden Visa continues to influence buyer behavior significantly, offering a 10-year residency for property investments of Dh2 million or more. This initiative, along with expanded freehold ownership zones, has encouraged long-term investment in Dubai's real estate market.
## Rental Market Adjustments
Dubai's Smart Rental Index, introduced in 2025, provides a data-driven approach to rental negotiations, while Abu Dhabi has temporarily halted annual rental increases for existing leases. These measures aim to stabilize the rental market and provide financial relief to tenants.
## Streamlined Buying Process
Dubai offers a streamlined property buying process, with cash transactions completing quickly and a high level of digitization in the registration framework. International buyers can purchase in designated freehold areas without residency, benefiting from the absence of taxes like stamp duty and capital gains tax.
