## New Staffing Requirements

Saudi Arabia's Ministry of Tourism has proposed new regulations mandating minimum staffing levels for hotels and tourist accommodations. This initiative is part of efforts to enhance service quality and operational efficiency amid a booming tourism sector.

## Staffing Ratios by Hotel Classification

The draft rules suggest that luxury five-star hotels, villas, and resorts should have three employees per room. Other five-star hotels would require four employees for every five rooms. Four-star hotels would need three employees per five rooms, while three-star establishments would need two. Two-star hotels would require one employee per five rooms, and one-star or unclassified hotels would need one employee for every ten rooms.

## Implementation Timeline

Existing licensed hotels will have 180 days to comply with the new staffing requirements once the regulations are enacted. Establishments upgrading their classification will have 90 days to meet the new standards. The Ministry of Human Resources and Social Development will verify compliance using data from the Ajeer platform.

## Compliance and Penalties

The Ministry plans to begin monitoring compliance and enforcing penalties starting January 1, 2027. This move is expected to support the Kingdom's expanding tourism industry, which has seen significant growth in recent years.
