## Introduction of New Law Dubai is set to implement a new shared housing law this month, imposing fines up to Dh1 million for repeat violations. This regulation, Law No. (4) of 2026, was issued by Sheikh Mohammed bin Rashid Al Maktoum and aims to manage shared housing in private and free zones, excluding collective labor accommodations.
## Effective Date and Compliance The law was published on February 27, 2026, and will be effective from August 26, 2026. Property owners and operators have a one-year grace period, until August 26, 2027, to comply with the new regulations.
## Key Provisions A significant change is the prohibition of subletting by tenants. Only property owners or authorized companies can lease shared accommodations. Violations can incur fines ranging from Dh500 to Dh500,000, doubling for repeat offenses.
## Enforcement and Inspections Dubai Municipality will oversee enforcement, with inspections aligning with the official timeline. Additional penalties may include service disconnections or eviction from non-compliant units.
## Permit System A new permit system will be introduced, requiring permits for shared housing units. These will be issued in coordination with the Dubai Land Department, focusing on occupancy limits and safety standards.
## Additional Measures Permits will be valid for one year, with a two-year renewal option. The Dubai Land Department will maintain an electronic registry and standard lease templates, while the Rental Disputes Centre will manage conflicts between stakeholders.
