## Dubai's Rise in Smart City Rankings
Dubai has been recognized as the second smartest city in the world, surpassing New York, according to the Boston Consulting Group's (BCG) Intelligent Cities Index 2026. Only London ranks higher in this inaugural assessment.
## Criteria for Ranking
The index evaluated 61 major cities based on their use of artificial intelligence (AI), digital technology, and governance to enhance urban living. Cities were assessed across five domains: outcomes, strategy, adoption, ways of working, and enablers. Dubai was among the few cities to achieve the highest maturity level, "leading," in these categories.
## Factors Behind Dubai's Success
Dubai's strong performance is attributed to its extensive adoption of smart city applications and AI technologies. The city is noted for deploying more smart city use cases than most others in the study, which has led to high resident satisfaction and frequent use of smart city apps.
## Balanced Growth Approach
The report highlights that successful intelligent cities balance technological infrastructure with investments in talent, funding, and innovation ecosystems. Dubai is recognized for effectively combining "hard enablers" like AI and data with "soft enablers" such as talent development and startup ecosystems.
## Broader Implications
The study suggests that there is no single path to becoming an intelligent city. While some cities excel by maintaining balanced progress across all domains, others focus on specific areas like governance or innovation funding. Dubai is identified as a "balanced builder," excelling across multiple domains to achieve high maturity in intelligent city development.
